Take it to a local computer store with a good reputation and have them replace the cooling fan. A reputable store should only charge you for the cost of the fan plus a very minimal fee for installing.

depends which fan it is, but get it done quick b4 pc expires, generally fans are cheap but if you can't replace it yourself it will cost you for somone to do it for a say $20 part, have you taken off the side to have a look , fingers out, while running, it could be dust build up and just need lubricating, blow out dust with can of compressed air. System fan may mean cpu fan so it very important. If you think you can replace it yourself TURN OFF pc unplug, ground yourself so no static build up in your body, remove fan philips headscrew driver, take old to comp store buy new and replace, as others say quieter one, or same, size is the issue, it has to be same size.

yes. if the fan is broken then it will overheat and you will have major, more expensive problems. a fan is cheap
for a little more money, get a quiet fan. trust me its much better. it wont sound like a jet taking off
Get the fan replaced, otherwise your motherboard and CPU could get damaged
